I've been around the Steam forums for...a while. I've lost count of how many times I've heard the ole' "My mom/dad charged back Steam." Like I said, if that's true then just have mom/dad reverse the chargeback.
And like I said, it doesn't matter what I think. It also doesn't matter whether you claim it was accidental. A chargeback is a chargeback...PERIOD.

I'm not trying to be a jerk. I'm just being honest. I'm somewhat cynical from hearing the same story so many times. Maybe you're telling the truth, I dunno.
There's also a pretty common chargeback trade scam. From what I've heard from other people who have experienced this, Valve isn't sympathetic when it comes to this. Doesn't matter why, how or the circumstances. It's basically fraud.
Trying to explain to Steam that it was an accident won't help you and will just waste your time. You have to reverse the chargeback and/or pay back whatever you owe.
Since Steam Support moved to context sensitive support menus, many of which are only accessible if a specific issue has been identified with your account, you should have gotten some sort of moderative message and/or you should be able to submit a support request specific to your current account issue.
I don't understand. If only one purchase was charged back then there should be no chargeback to reverse on your other purchases.
If the 3 purchased were reversed by Valve and the money was returned to your PayPal account then there's nothing you need to do.
You just need to worry about the chargeback that occurred on your end.
If as you say, Steam rejected or returned 3 purchases that you made from PayPal then your funds should have been returned to PayPal.
Well, you made a $100 purchase. Then you say that your parents reversed the charge. That means the $100 went back to your parents' bank account. If you reverse the chargeback then the $100 leaves your parents' bank account and goes back to Valve and your account should be returned to good standing.
Here is what happened according to what you have said:
1: You bought 3 games via Paypal.
2: You bought 1 game via your parents Visa card
3: Your parents did not recognize the charge in #2, and contacted the issuer of their card and said they thought it was unauthorized activity (fraud), and requested a chargeback. In doing so, Valve was notified of this, and had to return the money. They then treated the account (yours) as they treat all acounts which engage in fraud, and locked it up tight.
The problem is specifically #3. What needs to happen now is they need to contact the card issuer again, and tell them that there was a mistake, and the chargeback needs to be reversed. In doing so, Valve will get the money again and then if your account is not restored automatically, you can contact Steam Support and explain the chargeback was in error and has been fixed. Your other unrelated purchases are, well, unrelated.
