Having a serious issue, can someone please help?
Specs:

AMD FX-4300 quad core @ 3.8ghz
EVGA GTX 750ti
MSI 760GMA-P34 FX motherboard
8GB DDR3
Win 7 x64
Corsair 650W 80 Plus Bronze Certified PSU

Issue:

I reinstalled Windows 7 Home Premium yesterday due to an issue I had where I had to replace my motherboard for a slightly newer model. All of that went smooth, but after trying to play a Steam game just tonight (let a bunch reinstall over night because I don't back up the common folder), it just crashed on startup. Tried to play Rocket League but I keep having to ctrl alt dlt to close it and it says not responding Rocket League 32-bit DX9.

Already uninstalled and reinstalled the GPU drivers... made sure I had all Windows updates. But the weird issue is, Rocket League works from starting it from the executable all the way in the Program Files folders...

When I try to run a DXDIAG, I get this error: "DxDiag has detected that there might have been a problem accessing DirectShow the last time this program was used. Would you like to bypass DirectShow this time?"

Hitting No does nothing, hitting Yes also does nothing. Either way I'm able to look in the dxdiag (it does not crash).

PLEASE HELP. I do not want to reinstall Windows again, what the hell could have caused this and what is the fix?


Update: Battleborn also works from the .exe.

You can also try reinstalling the latest version of DirectX, but games usually like to have their own version installed.

Just wanted to be sure to cover this in case it matters later, but did you also reinstall all device drivers except for the GPU from here, if this is the right board ?

Also, just so you know in the future, you don't backup or save the common folder to prevent having to redownload games. You have to backup or save the entire steamapps folder. The steamapps folder has the .acf files needed for Steam to see the games as installed.
I never did get anything but the USB 3.0 and Ethernet drivers. I'm an idiot. This is the issue right?

The directshow message went away now I got a direct sound message so I bet getting the Realtek audio driver will fix that.

Turned off windows firewall which was the culprit from blocking steam games launching. Is that normal?

I cannot say it will fix it, but it is never a bad idea to have all device drivers full up to date from the official source, this case MSI.

Windows Firewall should be configured to allow Steam and games fully through, yes. Make exceptions and turn on the Firewall. In my experience, Windows Firewall will tell you when it is blocking features of a game or program.
After I got the AMD chipset and vga driver the message directshow went away...not sure why it didn't then open the error for direct sound unless I'm totally off here. After this installs I'm going to restart and run dxdiag and hope I see no errors.
Still got the Dxdiag have a problem accessing DirectSound message. It stopped displaying the message for problem with DirectShow.

Did you try what the good habitualaction suggested at this point now, from the first reply to the thread ?
Now I can't get playback devices to open to even switch between speakers and headset.

Usually when you install drivers for audio, you have to change your device settings as that may put them back to a default state. That is normal, if so.
It was the drivers. Wow I feel dumb. Anyways how can I get Windows Firewall to behave with Steam? Thanks for all of your help btw.

Adding exceptions to Windows Firewall should be explained here better than I can, personally.

You have to set a filter or whitelist for Steam in order for it to accept incoming and outgoing data.
It's working now ...it was never the firewall.

Drivers after all.
