I don't have any Anti-virus or Firewall software installed, any other ideas?
Also, you can use safe mode with networking to troubleshoot this if you want. If you see the issue go away, it means you have other software (not just antivirus or firewall) that is conflicting with Steam in a normal boot.
And by the way, I would also be concernend because you said that.......that you literally have no security software being used there, unless you just meant that you use Windows Defender instead.
If you are connecting via wireless, try connecting via ethernet. Disable any VPNs or proxies.
Post if the OS is 32 or 64 bit.
Post the model and model number of the computer. If custom, post the exact motherboard instead, please.
I've had Steam for 3-years on this same computer with no problems. Up until 2-weeks ago my Steam Client store loaded perfectly with all images and videos. My Windows 10 is 64-bit, motherboard Gigabyte H81M-D2V, Intel i7 4790K 4.4-Ghz, 16-GB RAM, GTX 760 2GB Graphics.
That would be helpful for troubleshooting.
