Post the OS, including if it is 32 or 64 bit.
Changing download regions may help you in this case. Try many regions, and try some very far away from you.

Then just stops all process after step 2.
One thing I did notice is that the game downloaded form steam (Mafia 3) said "... redlist package. step 1 of 3" Then that game worked.
I have done every check steam support mentioned to try. even changing download region. I tried a few locations within the USA. Then tried region from Sweden.
Try more regions.
Please, post the requested information.
Also, are you using a router for Steam downloads ?

These are installation issues. The games are downloaded, in the cases you mentioned here, but you have issues with them being installed.

I even took to my brother's house to have him try- in mid CA.
I tried 4 or 5 different regions.

If not, where did you get all the device drivers from ? You should have all the drivers, except GPU, fully up to date from that official ASUS site only.
Bypass the router and use ethernet directly to the modem. Get rid of the router for now, also explained here.......

There are more than 4 or 5 regions that are available. Try more regions, please. As I said, I have seen cases where all of them needed to be tried.
This is, unless there is another issue, as explained above. Your cases you posted above are not downloading issues.
They are installation issues. Something is affecting the games being installed on your computer.
What anitivirus program do you use ?
No foolish questions exist. There may be something I overlooked. Ask all questions. And thank you so much for your help!
Antivirus: Windows Defender. -- I just did a scan to make sure. It says comp is clean.

Drivers: All from Asus. All hardware drivers direct from manufacturer.
I think you are right about install issues. as for now I will try more regions - best start for this issue??
Thanks for the kind words also. Windows Defender should not be a problem, although I suggest you still make sure you have Steam and games set as real-time exceptions in Defender anyway.
You seem to have things in order, concerning the drivers.
My next suggestion would be this...
After trying more regions, boot the computer into safe mode with networking. It must be with networking enabled in the boot options menu.
Log into your Steam account in that boot, and try to download again. Change regions in that safe boot. If you see improvement that way using this as a test only, then more steps may be needed. This is only a test. It is not a permanent solution, if you still have an issue somewhere causing this.
Also, be sure Windows is fully up to date, just in case. You said it is a new build, so checking for updates maybe would be a good idea, just in case. I am not familiar with Windows 10, so excuse me if autoupdates covers that.
EDIT..Sorry, but this safe mode with networking suggestion only applies to downloading issues. It should not be used really to troubleshoot the install issues you mentioned above.
I apologize for possibly adding confusion here. But this only applies to downloading issues, and unless I am mistaken, you don't actually have a download issue, but an installation issue.
When the license downloads, it will leave a install.vdf file in that directory. You could simply edit the file with notepad by removing all possible lines, saving the file then set it to read only.
Next, create a notepad file called runasadmin.vdf, leave it blank and set it to read only, make sure to change the file association from .vdf.txt to .vdf then place that in the same directory as install.vdf then you should be good to go.
