Download speeds fluctuating drastically
So, im downloading Call of Duty: Infinite Warfare and my download speed is ranging from 39.6 MB per second (peak) all the way to 54 kbps. It also keeps stopping at 0 for minutes at a time. its getting really frustrating, considering i have 300 mbps download, 40+ mbps upload (not that that really matters). any tips on this?

doesnt it specify on the right side of the screen whether or not its downloading/paused/stopped/installing? i hope you're right, but im skeptical because normally all my games download, and then install.

many games need to install mid-download, not all programs are created equal. path of exile for example will do this over and over and over again.

Loads of people seeing the same issue on Steam servers at the moment, been going on for over a week.

I've been getting this issue too, been blaming my ISP - is there any way to confirm/ test it's Steams servers ?

TBH, ive chalked it up to what Shiki said above; its just installing mid download, rather than installing at the end. I believe that to be the case because i dont see the "Installing" message on the right side of the screen anymore. Usually just goes: Pre-Allocating, Downloading and then Ready to play.

Unless you're using a PC from 1990 it shouldn't need to stop downloading to decompress a few files.

When a download appearst to be finished or almost finished, yes, you just may need to wait for the installation process to be finished. The files are also moving from a "downloading" folder to a game folder in the steamapps/common folder. This process takes time.

Otherwise, you can try changing download regions if there are issues with downloads starting and stopping. You have to try many region though, to be sure that may help or not.

Update & Installation Issues

If you use a router, bypass it temporarily with ethernet directly to the modem and test that possible issue also. Router can often be the cause of downloading issues like that.

Troubleshooting Network Connectivity

In short, never assume it is the Steam network before you do basic troubleshooting at the very least.

Lmao, so maybe he's wrong. All I know is that the time between downloading and playing the game is roughly the same as before when i noticed the "Installing" process towards the end of the download. Regardless, you'll just have to deal with it. Sadly.

Boot the computer into safe mode with networking and test that delay in that safe boot. If the delay period goes away or you see much improvement, that means there is something in a normal boot of Windows that is negatively affecting the installation process, perhaps.

This is only a test. It is not a permanent solution, but troubleshooting.
