Cannot add new Steam Library folder
Right now on my Steam settings I have 8 Steam Library folders (different partitions of 3 different storage devices). The first time this problem occured was when I created 9th partition and tried to add a new steam library folder (which was about 6 months ago) but it just kept showing the same message "Failed to add new Steam library folder". I tried to download all updates (so none would even be left pending) and then try again, since a lot of people here were solving this issue by either stopping downloads or finishing them and then trying again. That didn't work, so I reformated that partition again, but still no luck. The last thing I tried was to reinstall steam and try to add all partitions again, and surprise surprise that partition still refused to be added, while others were added without any issue. Basically I gave up and used that last partition to install games from Origin, GOG and Uplay and all of them worked perfectly fine.

Now I basically ran out of space and bought a new hard drive (3TB). Installed a game from Origin (Mass Effect: Andromeda) and transfered some files to it, works perfectly fine. But now again when I try to add a new Steam library folder I get the same message that it fails to create. I do not know what to do next, since the main reason I bought this drive was to be able to install more games from Steam.

It seems that Steam has some sort of limit of how many Steam libraries one can have on a single computer. It seems the limit is 8 (7 without counting the default install location). For some reason the partition that was created 6 months ago still does not work with steam, even after removing one of the libraries (leaving 6), but the new hard drive worked, which is very strange.

Hopefully steam will remove this limit or at least will make it clearer in the future that you can only have 7 different steam libraries.

I have the same issue. Steam is basically saying "Don't buy any more games from us, even though you have TERABYTES of storage on additional drives, because we don't want you having more than 8 libraries." Very clever Steam. Way to cut your own profit.

Why do you need more than 8 drives? Who has that many drives and doesn't have most of them in raid?

No, it's not that at all.

If you're having that many drives and need them adding you are WAY beyond the normal, so why shoudl Steam have a facility for that? You have no idea if there's stability issues at that level either.

Steam also requires no more than 90% usage of hard drive space wherever it's installed. Many users who use a few drives tend to run them full, and wonder why things will no longer download or in the wrong place, or other weird stuff. Likewise if you haven't defragged those drives lately too.

Plus bear in mind that any game you're downloading needs THREE TIMES the final space to work from. So it doesn't even matter how much space you've got left, if you haven't done these things, you will have issues.
