There shouldn't be a need to manually change that, and I can't find any mention of editing that in relation to Tower Unite. If you're not talking about the Windows registry key regarding service pack versions, you'll have to give us more info.
Have you tried setting it to 1 rather than 100? If Steam is attempting to store the CSDVersion in 1 bit, trying to store "100" could lead to problems since it's larger than 1 bit can store.
If Windows update doesnt work then your OS is likely screwed. Reinstall it
* Download Windows Update Troublshooter (I won't post a link because it redirects to the site in Hebrew, my country language)
