I don't know what to do. My country basically doesn't "have" dollars?
So, I'm from Venezuela. ♥♥♥♥'s tough, getting dollars is an extremely complicated process that I'd rather not explain here and my steam account is limited. However, I've met a lot of people while playing free games like TF2 and DDO that I actually want to add as friends yet, as you all know, the friends feature isn't available to a limited user.

Is there any way to contact Steam support directly and activate my account through some other way?

No. You need to spend at least $5.00 USD (~50 Venezuelan Bolivar) on Steam to unlimit your account. No other way.

you need to make a purchase which is equivalent to $5 in your countries currency. you don't need an actual $5 US purchase, just the amount that converts to $5.

>50 venezuelan bolivar
Haha, that's a good joke.
Seriously though.

Also I may be wrong, but I'm pretty sure Steam doesn't support my country's currency.

Doesn't matter if they do or do not. The currancy will be converted from one to the other.

$5 USD or your countries equivelent.

5 USD =49.9500

http://www.xe.com/currencyconverter/convert/?Amount=5&From=USD&To=VEF

So adding 50 Venezuelan Bolivar would make the accout non-limited (not accounting for bank fees for the conversion).

Or buying a 50 Venezuelan Bolivar game you remove those restrictions.

Guys, believe me when I tell you, 5 dollars is not 50 bolivars. You'll never be able to buy a dollar for 10 bolivars here, stop using those convertors.
But thank you, I suppose.
You don't need to somehow find dollar bills. You need the amount in local curency that is equal to 5 USD, which is around 50 Venezuelan Bolivars.

Load your wallet with at least this much. Don't worry about finding physical money bills from another country.

Right, just checked the spanish forums. Just as I said, steam doesn't support my country's currency. Same with Argentina's.
Thanks anyway.
