Steam not using full bandwidth
I have a 25 Mbps internet connection and I have checked it on multiple internet speed sites and (I presume from the long ethernet cable to my room) I usually get around 22 Mbps. I know steam shows download speed in Megabytes not Megabits and if you do the conversion I should be getting around 2.75 Megabytes per second which I used to however since around a month ago I'm only getting around 200 KBps which is significantly slower and in task manager it says that only a few % of my nework is being used by steam and a lot is left that isnt being used. My question is why is steam not using my full available bandwidth? Any help would be greatly appreciated.

It "may" depend on what you are downloading. Changing download regions can sometimes help if the data is being difficult to get.

https://support.steampowered.com/kb_article.php?ref=6966-IADH-1503

You have to try many regions to fully test that possibility.

It can also be hardware related, as in drivers needing to be updated or possibly a new software conflict with say security software.

You are not using a router to troubleshoot this are you ?
The Giving One I'm not quite sure what you mean using a router to troubleshoot can you elaborate?

Do you have a wireless connection ? That involves a router. I see you mentioned a long ethernet cable in your opening post so just asking.

Here is an easy test, as long as you are wired directly to the modem, to narrow it down...

Boot your computer into safe mode with networking. It MUST be with networking enabled in the menu for boot options. Log into your Steam account and test downloads there in that boot. This will help to eliminate some of the possible causes of this.

You can post here while in safe mode with networking.
I just tried the safe mode and it had no effect on the download speed. I am using a wired connection for my computer however I am using a router for wifi

If you are using a router, then that is not really having a true wired connection.

Get rid of the router. Totally bypass it and do not even jump through it. Hook ethernet directly from your computer to your modem.

See this....

https://support.steampowered.com/kb_article.php?ref=1456-EUDN-2493

And you surely meant safe mode WITH networking....not just safe mode.

So that leaves drivers next.

Post the exact computer you have, or the motherboard if it is custom built.

Post the operating system.

ALSO post if the operating system is 32 or 64 bit.

EDIT...

This may not be the best time to troubleshoot connectivity or download issues. Every Tuesday, Steam goes down for maintenance, which just happened. It may affect your results and cloud the issue.

"Steam is down for routine maintenance every Tuesday."

I tried to bypass the router completely however I just lost all connection to the internet when connected directly to the modem. I did mean safe mode WITH networking (my mistake sorry for any confusion) my exact computer is an Acer Aspire X (AXC-603G-UW14, http://www.intel.com/buy/us/en/product/desktop/acer-aspire-xc-603g-uw14-416540/technical-specifications). I am currently running windows 10 home Version:1607, OS Build:14393.953 and the OS is 64 bit. About the steam maintenance thanks for the heads up I'll try to keep that in mind and I'll continue to try to troubleshoot tommorow most likely after all the maintinance.
Yea, no apology needed, thanks, as I just wanted to be sure you understood the difference, for future troubleshooting if needed.

Bypassing a router to the modem should not have caused you to lose all connectivity, unless you have a router/modem combo unit for some reason instead. Are they two totally seperate devices, a router AND a modem ?

I know you said you did connect directly to the modem, but that should not have caused a total loss of service.

Using the linked information that you gave, I can only find this model on Acer.

https://www.acer.com/ac/en/US/content/support-product/5174;-;Aspire%20XC-603

If that is indeed a submodel (the G-UW14), can you please use that Acer site and link it here ?

That is the site you need to be using to make sure all device drivers are fully up to date. Expect for maybe the GPU. But the GPU is not related to this issue of course.

I would suggest staying in safe mode with networking, getting your connection right without the router (not sure yet what is wrong with bypassing it), and then changing download regions while in safe mode with networking, to get a good working test of the issue.

In that boot, software should not conflict with any Steam downloads, if there was any doing that in a normal boot of course. That is why I suggest it.

Hope that helps you and if you need more help, just reply to what you did to test it and we will try other steps if needed.

They are two completely seperate devices and I plan on looking into troubleshooting the loss of connection. The model you found is correct and I will update all drivers, I plan to try safe booting with networking and changing the download regions after I troubleshoot the router and modem tommorow. I will update on the results. I really apreciate all you have done and are doing to help me you are a really kind person and I apreciate that :steamhappy:! For now I will just play some games. Again I really apreciate all you have done have a nice night!

That is one of the most completely informative and kind replies I have ever read. Thanks so much for that and that sounds perfect. Just please do make double sure the one I linked to you is in fact the exact model you have, and best of luck to you.

EDIT..Just to add, as I just thought of it. Make sure that your settings for downloads have not changed for some odd reason. Steam in the top left of the client, then settings, then downloads. Make sure you are not throttling them there in that menu.

Go to settings, and see what location the steam servers give you data.
What this means is that there is download servers internationally. Steam usually sets them to the nearest location, but it can be overridden.
That might be the problem? Idk
After much troubleshooting I was unable to find why my internet connection went completely out when bypassing the router however after disconnecting the power and reconnecting it a few times to the modem it started to work :steamfacepalm: I'll contact my ISP later (they provided the modem and router) and ask about it however it is working so I won't complain. After updating all my drivers (the model was correct) not much changed and my Steam setting are still the same however after bypassing the router Steam started using as much bandwidth as I had available so the issue is probably with my router.

That sounds like a great idea, as you should contact your ISP and tell them your modem (and router also it seems) is on the outs probably, as that should not "noramally" take several power cycles to make it give you service. One maybe, but not several as you seem to have said.

And yes, we always try to suggest here to first bypass routers to fully test download and/or connectivity issues and so you followed that advice and seem to have found the issue or issues.

I am glad you seem to have had good results, and thank you for following the suggestions given. If you need more help on this topic for any reason, feel free to ask.

Otherwise, good luck to you always.

EDIT..Only other thing I could suggest is checking the ports for Steam.
