I think you deleted your screenshots of services from msconfig, so I cannot look back over that now. I would suggest you not delete posts like that in case we need to go back to look at things again.

Some things you can disable and some you cannot. Anything MSI is probably fine. Anything Intel (Other than the removed security assistant of course) should be fine.
Just as examples.

Lots of parent progarms have child processes also. Disabling the parent program does not necessarily disable the child process.
And your links are the old shots. Much as changed since then, so we are not seeing the changes in your shots. Sorry.
If this was me at this point, I would be uninstalling programs that I don't really need for gaming to try to find the problem. That is probably faster anyway. Then, I would consider going back and reinstalling them one at a time to be sure they did not conflict.
I don't like how Windows 10 reports the startup items from msconfig either. But that is not your fault.
Many of those "service"' and "updater" and "manager" programs run all the time in the background and take up vital computer resources. You don't need that on a gaming rig, and usually you don't need them at all.
By the way, do you by chance use Vodafone for internet ?
You just have to find it and correct it. Look at what is running on a fresh boot of safe mode with networking and what is running in a normal boot.
Compare the lists and use process of elimination to remove the differences and troubleshoot it that way.

i don't understand what ya mean with point 4, the pc always had win 10, it never used win 7 or 8
why do ya think it is a workstation?
