Please Help
Steam can't be started without an Internet connection and tries to update every time. It's been happening for months I've tried all troubleshooting I can find and fresh installs nothing works. My bootstrap looks like

So everytime you let it check for updates, it takes forever & never finishes?

Steam requires an Internet connection... what is the issue?

Yep it always claims to update and then says failed reverting back. Steam does say it's updated though

Library is the only thing that loads too but that's another problem

Sounds like you have issues on your computer causing that with Steam.

The library only loading is usually resolved by going to Steam in the top left of the client, then settings, then Web Browser. Delete Web Browser Cache, and allow Steam to refresh.

Wait as this may take some time. When it refreshes the page, see if you notice improvement.

The update issue may be a software conflict possibly. Post screenshots of all of your installed programs on that computer.

Also post the operating system and if the operating system is 32 or 64 bit.

Also, post the model number and model of the computer. If it is custom built, post the exact motherboard instead.

I was using Viper Internet Security. Shut it down and steam started working again. Guess I'll need a different anti-virus

I have the same problem (and have had for months now) but I have an internet connection and I don't use an antivirus (aside from whatever you can't turn off in Win10)

Additionally every single game update takes hours even though the actual download finishes within a few minutes.
