Have you downloaded and installed each and every one of them from MSI only ?
Is it an MSI board, so do you have the Killer Network Access Manager Installed on it ?
Post screenshots of all of your installed programs on that computer, please.
Then go to Windows Start and type in msconfig and run the result. Then go to the startup tab and take shots of all that there.
Then go to the services tab and take shots of all that there AFTER you check the box "hide all Microsoft services", please.

Take your time and gather ALL of the information and then post it. Don't just post bits and pieces of it here please, as that makes it even harder to consider all together.
Post everything in one post, including what I am asking about the drivers. You are now saying the computer was delivered, which even more means that status of them being up to date is more in question now.
New computers often need more updating than ones long in service, as that includes drivers.
EDIT..Never use that CD only in the box for drivers. That is usually old. So now we are getting somewhere. You are supposed to use it if needed to be able to go to the manufacturer's website to get the latest ones.

That disk that comes with your board can be possibly years old sometimes. Get the latest ones from the manufacturer and install them. All of them, please.
Except for the Killer Network Access Manager if you see it on MSI. Do NOT install that. Install the latest Killer Driver ONLY, and not the Manager software.
That Killer Network Access Manager is known to conflict with Steam for some.
And still, need to see those screenshots, but I already am going to suggest you fully uninstall uTorrent and Skype for now while troubleshooting this problem.
After uninstalling any software, you have to restart your computer.
I do not see any problems on the screenshot, which makes me think that either the firewall or the router / modem / combo device is incorrectly configured
There is still an assumption about problems with the service provider's dns, but it needs to be tested ...
