It's down to the second, not just the date.

It seems like you are talking about two totally different restrictions....cancelling a trade and Steam Guard being only recently enabled.

Steam Guard Only Recently Enabled

If you have recently enabled Steam Guard via email on your account, you will be unable to use the Community Market for the 15 days after Steam Guard was enabled. Removing Steam Guard or disabling and re-enabling Steam Guard will also trigger this restriction.

Recently Cancelled An Accepted Trade

If you choose to cancel any of your accepted trades that are in a trade hold, your account will be restricted from trading for 7 days for your protection.

As the good Snapjak said, it must be 7 full days. 6 days, 23 hours, and 59 minutes don't count.

You are unable to trade because your account has not had Steam Guard protection enabled for the required 15 day period.
This restriction will expire in 7 days, 19 hours and 7 minutes.
Steam Support is unable to make any exceptions to the Steam Guard duration requirement. This requirement helps protect your account from unauthorized trade usage in the event it is hijacked.

why do i have to wait a whole 7 days if it says 7 days if i cancel all outstand trades wtf is this

You must have disabled Steam Guard then, and then re-enabled it.

Search your email for "steam guard". You should have one from 6 days 5 hours and 53 min ago.

It is not saying that for "no [REMOVED] reason". There is a reason, but you just do not understand, apparently, what that reason is.

Do what the good Forcen suggested. Check your emails.
Forcen Mar 14, 2017 @ 7:55pm
No it says the reason right there. You never said that this is incorrect or correct.
You did have to wait 7 days, thats over. You ALSO had to wait 15 days because you or someone evidently disabled steam guard about 7 days ago.

You didn't disable steam guard the same time roughly as you canceled that thing? Searched your emails yet?

What email provider do you have attached to your Steam account ?

Some are known to block or not get emails from Steam well or at all. And the spam folder ?
