What is that "uninstall Monitor" program or process for ? Any "monitor" or "manager" processes should be closely looked at and considered as suspect, or overly-hardware intensive perhaps.
And in the last shot, you said "recently installed", but we need to see ALL that is installed, please.
IObit is probably a big one, and that is the Advanced System Care right there probably.
So to clarify, you fully formatted the computer and installed Windows 10 64 bit...is this correct ?

I still suggest you uninstall IObit (Advanced System Care) and restart your computer.
Always restart the computer after uninstalling any software from it.
And you also said "recently installed" above, but we need to see ALL that is installed to fully cover the bases, please. Just because you always had it without problems, that may not mean anything.
So post shots of all the programs, please, if you wish to cover that as fully as possible.
This is correct. Make sure that is disabled in CCleaner settings. (anything with "monitor" or "manager" in the name should be looked at.)

Are you sure you are giving us all the programs on that computer and all the startup and services process, as was requested ?
Sorry, but it just seems like they are shots of a few of them at a time. It would be best if we could see them all, please, if you would like for us to help further.

Why is that Windows 10 upgrade assistant still installed ? It probably runs all the time in the background. You have Windows 10, so you don't need assistance with that upgrade.
That is just what I see so far.
But that is your programs list. What about complete shots of the startup tab and services tabs under msconfig ?
