I'm having this issue as well. Do I just shut my pc off for a little bit and it should be there when I open Skyrim again?
You do not seem to own any Skyrim DLC other than the High Resolution Texture Pack.

If the DLC, or game not apparing on Steam client, you restart the client, then page should update.
For DLC's not showing up in your games, this is depending how the game dev set up their games. For Skyrim case, you need to download the game content, to gain access to it, in order to do this, ensure that the DLC are enable on Steam client to download your DLC to your game, then once that finish, launch Skyrim launcher, then click on Data files, and ensure that the DLC is enable, if it not enable that be reason why not showing.
