So yes, 75 C is way hot, and the computer should be shutting down to protect hardware, but still, that needs to be addressed.
Instead of 20% at 55c I made it 25% at 50c...Example (can't remember precise numbers)
I do remember my Bios Default for my Cpu, i7-4790k,had 100% fan speed set to trigger if temp hit 80c, again I lowered.
If you can't set fan speeds in the Bios there may by a program that will let you adjust it. I know MSI command center does if you have a compaitible motherboard, maybe others do to

Tcase = 67.4C
Tj = Tcase + 5C = 72.4C
Tj max = 105C .
So , 65-70C is pretty fine . 75C is still fine
Yes , if You wish , get a better cooler .
