I think it's simply just a problem on Steam itself sometimes.
Also, you cannot just try one region and give up on that possibility. You have to try many, and I have seen cases where all of them needed to be tried.
There can be other issues (router, drivers, conflicting software, etc.) but changing regions is a good first step.
Edit: On most online games i get around 0-20Ping, if i found the regions of them servers and selected them as the download region, would it be better?
Also, my broadband provider is Sky Broadband
You cant download that fast with your isp. Sky in the uk simply does not offer gigabyte connections.

I tested steams london region and im getting my max speed from it. virgin media 70mb.
