Nearly all scammers have profiles full of +rep since its so easy to get.
+rep is basically meaningless and common sense and trading inside the Steam trading guidelines is still the most important things to prevent yourself from getting scammed.
Dont trust anyone just because he has a lot of +rep on his/her profile.

I also concur. If you aren't a scammer you don't need rep so any rep means you are a scammer.
Either way, if someone is talking about +rep or wants rep or is using it to try and talk you into trading, just block them immediately. You will come out better for it in the end, and not get screwed out of your hard earned items.
