Gifting games internationally?

I tried to gift a game but wasn't able to because I am in Taiwan and there are restrictions. How can I get around that and start giving games to my Steam friends who live in other countries?

You can buy to them Steam Wallet Gifts; you send the code to them; they active, get the money and buy the game. You cannot remove region restrictions.

you can't get around region restrictions because some games are cheaper in some countries.

You can also buy keys for the games you want to gift in authorized online stores. Nearly all stores sell "worldwide" keys that can be activated wherever you are.
Then just give the key to your friend/s.
