So lets say you were toxic in CS GO, the closest thing the game can do to you is give cooldowns?
EDIT..See the guide for reasons cooldowns may be given if a player is what you call 'toxic'.

And define "toxic", as that can vary.
If you mean griefing, then yes you can get Overwatch banned. And 2 of those make it a permanent ban now. People have had enough of the nonsense, so they changed that and now 2 become permanent.
Toxic as in
saying death threats, insulting other players, and etc. I have never ever gotten an answer from this, nor am I able to find any, My friend told me I could get banned if I was toxic and the other story from the forum I read was "No this is not league of legends and Blizzards game Overwatch, CS GO does not do that" and yeah...
For griefing is it like intentional feeding in League Of Legends for example? In CS GO people try to screw over the teammates intentionally right? By flashbanging them, running up to enemy teammates doing nothing, and trying to make them lose the game right?
And do other games do the same as well?
As far as I know, what you mention is not considered bannable. It is reportable though, and how the developer handles that is up to them I guess. I am only aware of griefing bans being given for the usual reasons. Those can be exampled in the pinned threads in the CSGO forum.
EDIT...Sorry I mean that what you first mentioned is not bannable as far as I know. The second paragraph , yes, those are considered griefing. (see my edit in my last post)
