Post screenshots of all of your installed programs. Lag or performance issues in games is not only about hardware. Software can also affect these.

Just saw your reply here....
This suggests ( if you did format and reinstall the OS) that your device drivers as being up to date and fully installed is now in question also.
Always post if your OS is 32 or 64 bit.
Go to MSI and download the latest drivers for all devices and install them, unless you have already, except for the GPU.
Do NOT install the Killer Network Access Manager Suite though. Killer Driver only, if that applies to your board.

Possible, especially if there are no drivers installed for that motherboard and other devices after you did the format and reinstall of the OS as you said you did above. (which I clearly asked you about and you had no reply to here)

New motherboard or not, if you don't have the drivers installed, it won't make any difference.
