Low FPS on all games, PLEASE HELP

Hello everyone. I bought a pc about a year ago, specs listed below. About a month ago i started to get frame drops mid-game (from 250+ to 50-) and they would not go back up. Yet recently i stay at low frames all the time. ex. CSGO from 250+ to 50-, Rust 85+ to 10-, Overwatch 88+ to 50-. This was all on my GTX 960 4GB, and i got a GTX 1070 8GB and its all the same, so i dont think its a GPU problem. I factory reset my computer and ran virus scans, Dusted the PC , yet didn't have much anyway, Checked for fragmented disks, checked temps, all very cool, and the worst part is everything in task manager is barely being used, under 10%.

I7-6700 8M QUAD CORE 3.4 GHz
EVGA GTX 1070 8GB
MSI GAMING Z170A GAMING M5
16GB RIPJAWS V SERIES DDR4
CORSAIR CX SERIES CX600 600W 80Bronze
250 SAMSUNG SSD (for windows 10)
1TB( for games and other)
1TB( ect )

Any help/advice is appreciated, thank you!

Just format it and reinstall Windows..There is nothing wrong with your setup that should slow down your pc so much..I presume you got infected with a bitcoin miner..Format and reinstall Windows..

I did already, nothing changed. still low fps :/

Do you have the Killer Network Access Manager installed or JUST the Killer driver only ?

Post screenshots of all of your installed programs. Lag or performance issues in games is not only about hardware. Software can also affect these.

Just saw your reply here....

This suggests ( if you did format and reinstall the OS) that your device drivers as being up to date and fully installed is now in question also.

Always post if your OS is 32 or 64 bit.

Go to MSI and download the latest drivers for all devices and install them, unless you have already, except for the GPU.

Do NOT install the Killer Network Access Manager Suite though. Killer Driver only, if that applies to your board.

EDIT: I think it's a motherboard issue because both GPU and CPU have a very low benchmark results, This can only leave the motherboard to blame right? but how would it just "wear out" because when i first built the pc i had no problem, and now all the sudden i do...

Possible, especially if there are no drivers installed for that motherboard and other devices after you did the format and reinstall of the OS as you said you did above. (which I clearly asked you about and you had no reply to here)

Wow....

New motherboard or not, if you don't have the drivers installed, it won't make any difference.

No disrespect, but did you read all of my posts above ? It seems you are ignoring most of what I said and/or asked.

Just take the whole PC...If there's something so wrong it's mechanic and unfixable they'l replace it.
