steam wont install

Cannot install steam, on on the exact place its always as been , stuck on the creation link.\

can i Install Steam on another drive and move up my folder of the old folder ot at last reinstall game like teamfortress 2 without losing my steam guard??????

i don't wanna way 15 days to get it work again

i also always get HL.exe appcrash i have toast 2 hard drive already, every time hl2.exe crash i cannot do anything else the press power.
i also notice everytime its froze like that next boot up win7 64 bit, i have a small steam update everytime its crash
Anyway i cando a clean install without redownload my whole library and install everything on a new hdd
