You will need to either a) add the person into your friend list to send a gift, b) purchase a CD key from a trusted reseller (Humble Bundle for instance), or c) give her the money directly in real life so she can purchase it.

As a general rule, DONT do this.
Theres been tons of scams on steam over the years that are based on users handing over real money.

You should only do it if you know and trust the person in real life.

Secondly, as already pointed out, NEVER go to dodgy resellers. Again, scamming is rife.

Why can't you buy it as a gift?

Because it's a personalised bundle - you can't buy those as gifts.

Short answer: No

Long answer: She could list something on the Steam Market at a high price, which you could buy, which would move funds to her account. But there's the 15%+ fees, so it's not a "free" transfer.

Best answer: Buy her a Steam wallet gift card or just buy the game directly on her account. Keep your wallet funds for you, and save on the fees.
