how to withdraw steam balance?
I bought game with bitcoin that I refunded and money could not be returned to my bitcoin wallet only to steam balance. how to do I withdraw steam balance?

You can not withdraw Steam Wallet Funds. They are a form of Store Credit only.

why I was forced to refund to steam balance then? I did not wish to do that.

Because you cant refund to BitCoin.

In your country, the following payment methods can not be refunded:

WebMoney
PaySafeCard
Skrill
Bitcoin

you can. only steam chooses not to. steam is using bitpay and they allow refunds.

No it depends on your country. Not all countries have the same payment and refund options.

Click the link. It will recognize your IP and show you if you can get a refund to BitCoin at your location.

You can not refund to Bitcoin, only the Steam wallet. Bitcoin does not support such things as refunds directly, especialy due to the nature and fluctuations of Bitcoin.

Valve did not directly recive your payment. It went through a 3rd party who game Valve money for the game.
