But by design, CCG games are p2w, and will almost always have microtransactions.
Actually yes, there are some. They're called Living Card Games, though (as opposed to Collectible CG). You get all cards available in game and can buy each expansion set of cards completely, too. Completely removing booster packs, randomness and rarity. Many of Fantasy Flight Games' card games are of that model.

But to be fair, I don't really understand the intention of the OP. Every game I've come across lets you unlock the card by in-game progression anyway. The ability to buy them is just for people who value time more than money.
Any real pay-to-win wouldn't hold long enough on the western market to be worth your time.
