can you give me clue what is "submit a ticket"?.
Is that something that I can directly contact to the steam support team?
Customers are silly creatures, who honestly love to jump into communication with a real person when it comes to support. Fair enough right? However, with such a high load, some basic questions could of been just resolved themselves without the waste of supports time/effort. Otherwise you get spammed and buried in requests, slower down resolving the larger problems as well.
So they design it via leading the customer to FAQs in regards to their question first, etc. Quite a few people then figure it out themselves if it's a minor thing or commonly known and don't need to create the support ticket, reducing overall load.
The idea is they want you to dig down, rather than having such a direct route.

It will attempt a self-help guide for the customer, to actually contact requires going via it, then on the right side, clicking the contact button (that's the submit a ticket). A support ticket is then assigned to you.

Yes. You submit a "ticket" which gets looked at by the Support team and they respond to it.
Support is for billing and account issues. They are unlikely to assist with other issues or questions that have an answer in the FAQs.
They are not bot replies they are just pre formulated replies. Support is way to busy to go into personal conversation with every ticket. If your ticket can be answered by an template answer you will get that. Does not mean that nobody looked at your ticket.
