Make sure you follow the steps there for Avast, and make real-time scan exceptions for Steam and all games in Avast. If that does not help, you should consider temporarily uninstalling Avast, just as it says there. Then reboot the computer, and try to finish the download/update.
EDIT..Now you are apparently deleting your posts, making it hard to follow the thread.
"For those of you for which anything mentioned before didn't fix the issue, I fixed mine by running Command Prompt as administrator -> then running "netsh winsock reset" (without quotes) -> then restarted my computer.
Steam VR then updated and the "Content File Locked" error went away."
