You can:
1. Open a ticket with steam support, but most likely will report you don't meet the refund requirements.
2. Follow up either the developer.
The problem is on your end.
Considering you no longer are eligible for a refund, it would be more prudent to fix the problem that keeps the game from running properly.
What exactly is the error message you get?
Take a mirror and address the complain to the sole person who is at fault.
We are mature, you just seem to be the only person disregarding a terms of service contract. Considering what you've told us about yourself I would have thought you'd understand but we're all wrong sometimes.
