Steam complaints department?!
Is there a complaints department? Steam support is non-existent, I've requested a refund but its declined due to me purchasing a game over 2 weeks ago (I didn't ever have time to play it until today). No Man's Sky won't start at all, complaining about a licencing issue. When you purchase a broken product you can return it. How do I create an complaint with Steam?

You fall outside the guidelines, just because you didn't have time to play is not a valid excuse.

You can:

1. Open a ticket with steam support, but most likely will report you don't meet the refund requirements.

2. Follow up either the developer.

The product is not broken as it runs fine for literally thousands of other players.
The problem is on your end.
Considering you no longer are eligible for a refund, it would be more prudent to fix the problem that keeps the game from running properly.

What exactly is the error message you get?

No need to complain here. You don't qualify for a refund so it got denied. End of story.

You want to complaint to Valve, about a problem that is all on you, there is no such thing as "I didn't have time", you failed to keep it within 14days.

I purchased the game on a Sunday on my mobile phone as it was on sale, and before I could install or launch it, I had to go overseas for work two days later and didn't take the gaming laptop with me - that's life - some of us work high performing jobs making sure projects get done which requires travel flexibility in my case. If this was a device (or media) I bought from a shop, there would be no issue returning it a couple of weeks later if it didn't work as expected given it wasn't used. But lesson learnt from my side - Steam has a 14day no exception "you play the game the moment you buy it" policy. However I can only shake my head at the comments... Really a mature bunch of friendlies here.

We are mature, you just seem to be the only person disregarding a terms of service contract. Considering what you've told us about yourself I would have thought you'd understand but we're all wrong sometimes.

Its not a service contract, its a product. I was not planning in going into great depths of discussions, I was asking who I can have a conversation with regarding my problem I'm having (usually a complaints dept in this case) as the automated response from Steam in this case is to simply deny the request. To off the bat post comments like above, well, doesn't help me really now does it?

...Last time No Man's Sky was on sale was around March 9th. The Sunday would be the 12th so that would be over 6 weeks since the purchase was made. That is well past the two weeks.

My refund request was denied. Can I contest this decision?

All refunds are reviewd by a Valve Employee when out side the refund policy.
