Steam Wallet codes are letters and numbers, never only numbers. Take a look if there is something else on that receipt you had printed out.
Steam Wallet codes look like that ( not a real one): EDA32-GF543-FT76R
Already looks a bit shady to me.
There are no refunds or exchanges on these types of digital orders.
So looks like you are stuck with it.
They are like wallmart, they sell everything.
Because that looks like a generic handy prepaid code or similar you can get printed out at the super market.
I actually cant find anything about Hofer selling Steam Wallet codes to print, just the usual ones that need to be activated at checkout with the number field you can rub open.
No its a big Supermarket chain, mainly in Austria.

That seems really strange, why not just sell the sealed Wallet cards with the intact security sheen over the numbers? The code is worthless until activation at the checkout station anyway, why would they have them rubbed open at the register and then print you another code`? Really baffled by that.
Email them or go in and tell them their rules about refunds don't matter. Their rules are superseded by The EU Charter of Fundamental Rights. Not only that, their rules would only apply if they provided you with a product, which they didn't. As the code they provided you is not a Steam code. Which you can prove to them on your phone with a simple websearch.
Tell them to immediately provide you with a valid Steam code or a refund or you'll contact your local trading standards.
The manager there seems to not understand that steam codes are supposed be "15 digits made up of letters and numbers".
She just tells me "there is nothing we can do and there is no way we can know if the code has been used or not".
EDIT: Also, the steam support page for steam wallet codes, does not say that codes are made up of letters and numbers and are 15 digits, so how would I prove that this isnt a steam code?
If you can email them, the person who answers emails for this company is probably far more computer literate than the person working their tills and will probably understand the issue better. I've also had trouble returning virtual items to physical stores because the person at the till simply didn't understand what I was saying.
Edit: The code they provided is only 12 digits, which is a great start. There is a page somewhere that show the different formats that Steam accepts. Finally remind them that Steam codes are always alphanumeric and never just digits.
