I personally at this point would uninstall Webroot and then reboot. Then verify the game files all over again. You MUST do the verification each and every time you change something before trying to launch the game.
Windows Firewall Exceptions
I don't have W10, so please check some results from the net on that. You need to be sure Windows Firewall is not involved in the problem so make the exceptions for all of Steam and games. (for now, make sure just Steam and The Witcher 3 is allowed through)

Some security software does not like Steam and games. So they block functions of the games or Steam itself. So in short, no, that is not the issue on your system unless that Intel Security process and Webroot were also somehow conflicting.
So yea, it is possible to have "too much" security programs and process on your machine, without making the right settings for them depending on what programs we are talking about.

If you made the changes, then you need to verify the game files. If you did not, it seems that was not the problem.
What about Webroot ? I would uninstall it and reboot and verify. You can always reinstall Webroot later if you find it is not the problem. Or, use different security software such as Windows Defender with Steam and games exceptions also. Windows Defender is pretty good, and seems to not bother Steam and games.
When a game normally launches for the first time, especially a game like The Witcher 3, you should usually see an "Installing Microsoft DirectX Step 1 of (x)" message.
You don't have that yet, from what I can tell. So this is logical, as the packages may have been not installed yet.
By the way, are you sure your Nvidia GPU drivers are fully up to date ?

My drivers are up to date. How would I get the packages to install?
Or download the latest packages from Microsoft directly and then install them.
