I do not know if my PC is using the GTX 1070 as my primary GPU and not the Intel Graphics. How would I check?

It looks like that Intel Content Protection HECI has to do with video playback in Intel Graphics only, so you probably don't need that since you are using a dedicated GPU (GTX 1070)

Same for Intel Management and Security. It is a security process. It may be conflicting with the game launcing or verification process.

You have many "service" and "manager" and "updater" processes running that you surely don't need that just take up vital system resources and may be causing issues or related to this issue. You don't want that on a gaming rig and don't need many of them anyway. You just have to be very careful what you disable before doing so.
You should be able to go to device manager and see which GPU your computer is running, or in the BIOS settings it may need changing.
Why I say this is here....
That GPU should be running in a X16 state, and you will get more performance out of it if so. I am not sure on this 100% as I have not checked your information on that motherboard in that computer, but optimizing your BIOS settings may be a good idea also.
You should NOT make any BIOS changes unless you are sure of what you are doing. There is another forum for that if you want to try those options. The hardware and OS forum. I cannot say for sure that is the issue here, but that PC will perform better almost surely if you have not optimized the BIOS settings yet.

You expand "display adapters" in the device manager list to see what GPU the computer is using.
Also, the fact that you may have multiple GPU drivers (Intel AND Nvidia) may be an issue. Sometimes display drivers from different GPU devices may cause conflicting issues. There is a way to do a clean installation of your GPU drivers for Nvidia, but I would suggest doing that as a last resort. This is a bit involved and you need to do it properly if you do a clean installation.
Most of that is easily found on the net, though. Or you can ask in the hardware and OS forum also.

Who installed the GTX 1070 ? Did it come with the computer ? It matters what slot it is installed in, with regards to what state it will run in. This is not relevant to the issue of the game not launching, but is relevant to you optimizing the computer to run games better.
This is in the manual, if my search on Dell from the model in your post is accurate of course.......

The card should be running in a X16 state. If it is in the correct slot, the BIOS setting may need changing.

Something is negatively affecting the game launching and/or verifying. You just need to find the conflict(s) and uninstall/disable it/them.
If the game is fully downloaded and won't launch, something on your system is causing that.
Although you don't seem to have this exact error message in the support page below, this page still is very relevant to your issue, as to the cause.....

I got the computer from dell, and it was already built so I am assuming they installed the GTX 1070, since that was the graphics card that came with the computer. Also you don't need to apologize some of the information is new to me, but you have been helping me for awhile now, and I thank you for that.
I suspect that security process is the main culprit or one of them. You seem to have fully downloaded the game, and so some program or process is conflicting with that game launching. We just need to find it and correct it and then verify the game files all over again.
Don't forget that step. After you attempt to change something, such as disabling that Intel Security process, you need to reboot of course and then log into Steam and verify the game files to replace or fix any that may be missing or corrupted.

Did you disable that Intel Security process and then reboot afterwards, before verifying the files ?

I disable the Intel Security process and restarted or rebooted my computer afterwards before I verifyed the files.
It is a "preparing to launch" message, and then nothing, right ?
Then I still think something is negatively affecting that and you are getting closer to finding the final cause. It seems that process was only part of the issue, and that there is yet more to do.

There is much info there, and some of it we have covered. Make sure your Windows Firewall is fully allowing Steam and games through also.
The game is preparing to launch and a program or process currently running on your system is blocking it from doing so. You just need to follow that page and figure out which one(s) it is.
EDIT..Or other possible causes from that support page may be it, too.
