Just happened again, gonna try disable the nod32
As I said, you cannot have 2 antivirus programs on the same computer without causing issues.
I've been using Nod32/Eset Smart Security for yeeeaaars and not once have I ever had a problem/conflict with Steam. If you're getting disk write errors the first thing I would do is run a chkdsk on the hdd to make sure you don't have a failing drive.
Since Windows Defender cannot be uninstalled, then the only other one that CAN be uninstalled is ESET in this case. The user still cannot have two antivirus programs anyway. So one has to go.
EDIT..Don't get me wrong as your suggestion to do a disk check is still very good advice.

Check Hard Drive for Errors
All storage drives/devices can be affected by file corruption, especially if it is older or running under a heavy load. You'll want to work with a tech support specialist to investigate possible issues with your Hard Drive
For Windows: My PC → Right Click on Drive → Properties → Tools → Error checking
For Mac OSX: Disk Utility → Click on Drive → Click First Aid (For older OSX versions: click Repair Disk Permissions)
Problem solved.
I had a clean install in my windows 10 about 2 weeks due some problems I had before, the thing is, windows 10 come with the windows defender activated with everything. I deactivated the windows defender for files and apps and it worked just like a charm.
I hate this system SO MUCH.
Just make sure you allow real-time exceptions for Steam and games in ESET also, and you should be good to go now.
Thanks for the reply on how you fixed it, and good luck to you always.
I knew it but I was used to windows 7, I updated to windows 10 from there, and when I did the clean reinstall it came with the defender full activated, I just disabled the files and apps check because of conflict :D
I simply deactivated it for 10 minutes and everything is ok now. I`ve tried many other possible solutions before but none of them worked.

It's in bold and with a green symbol, which means it can really hate Steam and games for some or if not setup properly, or child processes also may conflict.
EDIT..The list was linked previously in the thread.

Method 1 worked for me and now my Witcher 3 is downloading again
Hi Galileo sorry that I took so long, I hope you already solved this issue! If you're still having the same problem:
If you have an antivirus, check if your windows defender is with the " files and apps" detection activated and deactivate only the files and apps from there and try again, I solved it this way
