Can't Use Visa Gift Card on Steam?

I recently received a $50 Visa card for my birthday and tried to use it to buy the $5.98 expansion pack for UNO. However, no matter how many different combinations of my name, phone number, and address that I put in, Steam is declining my card. This is extremely frustrating and I have no idea what to do since it is a gift card and does not have a name or address written on it. Can someone please help me?

I believe you do have to register a name and address for the card.

Check the fine print on the back of the gift card to find out where to do this.

There is no information on the back about registering a name for the card. There is a website that I can go to which shows me the card and tells me that I have 50 dollars left on the card and that it is registered.

Steam does not accept credit cards without an adress, name and state associated with the cards. VISA Gift Cards are annonymous and Steam is not allowed to take those because of money laundering laws in many countries.
You could try and buy a Steam Wallet at another online store with the card and then use that wallet on Steam. Bit roundabout but should work.

I've used VISA gift cards before just fine, so that's not the issue.

The same is happening on my brother's account and I can't figure out why. I've used Visa in my own Steam and had no issues.
