When you block someone. They show as offline.
Also if the person removed you as a friend. They will get removed.

When I blocked Vendayn, it did not remove us as friends. That would have do be done as a separate thing. It should be noted that removing someone from your friends list always removes them from yours as well, and that is unrelated to blocking someone.
Anyway, when I blocked Vendayn, their status clanged to "Blocked" and the typical colored border seen around an avatar (indicating status) changed to gray; it appeared just like if they were offline.
However, Vendayn still saw me as online. And I found that interesting.
Curiously, I was still able to send messages to Vendayn, and they got them all even though I had them blocked. However, I recieved no messages back when they were sent. This means that when you block someone on your friends list, you can still message them all you like, but they can't message you.
In conclusion, the Steam client appears to give absolutly no indication to the blocked user in any of our tests that they have in fact been blocked. You can't view their status, they can view yours. you can send them messages, they can't send messages to you. It was all very curious.
Things we thought of but did not try due to time issues include:
Sending a trade offer to someone who has you blocked.
Sending a friend request to someone who has you blocked.
You have games details set to friends only or private anyways.
Of course they can.
The forums would be an unworkable mess if you had your way.
