If you install this extension in your Chrome browser you'll be able to see which DLC you already own and just buy the one you don't.

Now, when you go to your cart, you'll see that Steam tells you which of the items you already own. And every item has a "remove" link. It shouldn't be too complicated to just click remove on all the items that are listed as being owned.
It's more work than a "add unowned DLCs" button, but might be faster than going through the individual shop pages for each DLC. Although, with Enhanced Steam, I tend to just open the "all DLCs" list, middle-click on the ones that I don't have to open them in a new tab, and go through all the tabs clicking "add to cart".
Something that's more annoying than the lack of an "unowned DLCs" button is that games with season passes tend to treat the season pass as being separate from the DLCs that it adds. That's one of the reasons why I don't have Borderlands 2 yet -- too lazy to do the research on what DLCs are included and what needs to be bought.
Especially for those games where they release a "deluxe" version on day 1 with some DLC already in it yet don't include other stuff that comes out later.
In all honesty I wish DLC didn't exist in the first place though, and they would just give players a complete game from the start.
