Maybe try exiting Steam and re-opening it? Or give it a day or two to process?
This is how you re-upload a screenshot that has the steam cloud label on it.
-Open the game screenshot library on disk
-Find the matching screenshot
-Rename it. Example: 2014-07-14_00001.jpg I renamed to 2014-07-14_00002.jpg (again keep in mind you cannot change the file name to a file name that was already uploaded or you will still see the steam cloud on the screenshot.
Steam cloud is no longer on the screenshot and I am able to re-upload the screenshot.
@Freedomgeass this is how to change the description after uploading the image:
-At the top of Steam you will see "Store, Library, Community, and Your Account"
-Click Your Account
-Click Activity
-On the right side of the screen you will see "Screenshots" click that
-Click the screenshot you want to change the discription for
-Click View Comments & Details
-To the right of the comments you will see a green box that says owner controls, you will also see "Edit Caption" click that
-You can now edit the description of the screenshot
You can also have duplicate screenshots uploaded with different descriptions:
You can upload multiples of the same screenshot each with a different description by using the Re-Uploading method I described above. You will simple just copy the screenshot, rename it, and put it into the screenshot library. When you turn on steam it will be in your Upload Manager as if you took the screenshot in game and be ready to be uploaded.
@Branden in theory you can re-upload all screenshots in your library in the order you wanted them uploaded. Even if they are not taken in that order.

Sorry to hear that you may have lost some screenshots. Unfortunately I do not know why this has happened to you. I know it has been a long time but if you still have issues with your screenshots then feel free to add me and we will see if we can restore them.
Due to the missing screenshot reports I would now recommend always making a copy and renaming the copy instead of renaming the original to avoid ruining any original screenshots.
Here are the updated steps:
-Open the game's screenshot library on disk
-Find the screenshot you want to re-upload
-Copy that screenshot and paste it in the same folder
-Rename the copied screenshot. Example: 2021-07-14_00001.jpg I renamed to 2021-07-14_00002.jpg (keep in mind you cannot rename it to a name that was already used to upload to the cloud with)
-Restart Steam, open the screenshot uploader, and you should now see the original screenshot and a duplicate
-Re-upload the duplicate and take the original off the cloud
