Well, you work your way through this list:
Scan for malware https://www.malwarebytes.com/
Deauthorize all devices https://store.steampowered.com/twofactor/manage
Revoke the API key https://steamcommunity.com/dev/apikey
Change passwords from a secure device
Generate new backup codes https://store.steampowered.com/twofactor/manage

You can also contact Steam Support:
https://help.steampowered.com/en/
but your items are gone for good.

If you have access to the account.

Take the following steps to secure your account:

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

Valve does not restore items or wallet funds lost for any reason.

Well, you can report the accounts involved in this scam, but i bet those were just hijacked/phished accounts too.

You might also want to take a moment and figure out how (clicked on link from a friend, or "voted" for some team for example) you gave away your account informations, so that it won't happen again in the future.

your account wasn't hacked, you allowed your details to be taken by shady people, probably through one of those skins sites i bet, those are phishing sites, they may look legitimate to you but that's only window dressing to get your account details that you are all too happy to provide. they only need to login to your account and trade your stuff away.

next time don't go near these sites.

I genuinely haven’t been on any site and nowhere has asked for my steam login info for a while cause it’s on my computer
