Certain Steam game icons are blank...and cannot be fixed

I tried several solutions mentioned on this forum, including verifying integrity of files, selecting icon in properties from the install file, even uninstalling and reinstalling the damn game.

I tried it with ILLWILL, which remains blank no matter what I do. I verified the files, went into properties and selected the icon, even deleted the blank icon and resent it via Steam. Nothing. The icon is still blank.

I cannot fix the icon for CULTIC to save my life. Even tried uninstalling the game and reinstalling. Any idea why this is happening? It's never been this bad before. Multiple games are showing blank icons and no matter what I try, I cannot restore the icon.

Why are certain icons not restoring? Why is it seemingly impossible right now to fix blank icons on certain games. Valve, what the hell is going on? I've been dealing with icon issues for years. Why is this still happening to your community of loyal fans and customers?

Deleting windows icon cache usualy fixes this.
Exit Steam fully.
Windows 10. Should be the same in Windows 11
Go to C:\Documents and Settings\User\Local Settings\Application Data , where User is the username of your profile account.
or simple
C:\Users\yourname\AppData\Local
scroll to the bottom
Select the IconCache. db file found in the Application Data folder. Right-click on this file and click Delete.
Restart your computer windows should have rebuilt them

Didn't work. Every icon is still blank.

You used to be able to fix this by deleting the affected icons, verifying the game files for each affected game, rebooting and then telling Steam to create new desktop shortcuts, but I read a while back that that stopped working and have no clue how you fix it now.

It seems the issue stems from the games being installed on external drives. I can get it to work by uninstalling the game and reinstalling on the C: drive. I wonder why that would create an issue...??
