I figured it had to do with when Half-Life 2 came out and no one expected they would have to download the game even though they bought a disc. If you aren't careful with steam you get burned.

Just says "Internet connection required" under minimum system requirements. At the time that was taken to mean for multi-player as it was common then. It does not convey it's needed just to install the game.

Steam had already been a thing for a while before Half-Life 2 was released.
