Guest Computer with guest account.
I have a spare computer I use for LAN games. I created an additional account for guest physically at my home playing on the guest computer. The guest account is not shared outside of my home and I change my password after each LAN party in which a guest uses my separate account. The account is not shared online whatsoever. The account is owned by me and I let guest use it for free when they have toaster rigs or don't own copies of the games our friends play.

Anyone know if there is anyway this could be an issue with steam terms and conditions? I'd rather delete a guest account with $20-40 worth of game rather than lose mine with ~150 games.

Technically you're not supposed to share accounts, but Valve's never actually restricted an account for it, that's more to cover their bases. Someone might get it VAC banned or trade banned or even restricted, however.
