The ban is there, and will always be visible to outside resources (you don't even need outside resources/sites, you can just look at a profile's details in xml and see if it has a ban)
It's still active all the same.
Who needs an external site when ?xml=1 added to your profile link works just fine?
They pay for the server, so they get to say who gets to stay and who doesn't.
Most people don't like to play with cheaters, regardless of how old the ban is.
Many game servers, especially community operated/modded servers will instantly ban anyone with a VAC Ban, that is the direct consequences of previous decisions.
Mostly it's carryover of games that USED to use VAC, but still use VAC's banlist. As is the case of Rust.

In the OP's case, server admins have permission to not allow banned accounts on their own servers.
And Game bans (not VAC bans) can apply across titles in a publisher's own franchise, like the new CoD titles.
That doesn't stop say in OP's case, where a server admin finds a ban, and manually bans from the server.
Given there's no ban listed on OP's account, it's also safe to assume it's a community server, or Rust which still uses VAC's banlist.
None. They scrape your profile information. Although Valve choose to hide Vac ban information after 7 years from displaying through Steam, third party sites have no such limitation and simply pull the information from the xml data for your profile.
What they are finding is this: <vacBanned>1</vacBanned>
And that is always going to be in your account information.
They don't need to use the xml. They can use their api to scrape the data automatically.
