All of my purchases through Steam aside from maybe a few were done using a Steam card rather than a debit card. This is because the Steam Wallet can't be traced and is therefore much safer. If someone steals your Wallet code, no big deal. If someone has your credit/debit card, they have access to all your bank information which is a very big deal. I've had that happen to be several times. It is always a better option to stay autonomous online, especially when making transactions. Going back to your original question, yes, all opinions matter. However, for some reason, Steam has decided to prioritize those who bought the game(s) over those who received them for free. I have no idea why this is but it's the way it is.
Amazon does in fact let you review it without purchasing it directly on Amazon, but reviews that come from Amazon purchases will additionally say "Verified Purchase", which is slightly similar to how Steam notes that a game was purchased offsite.

It may not be included in the overall score, but the review is still shown to users on the store page and in the game's reviews section. Users can even choose to show the combined score or separate scores in the graph area.
The difference between the two is negligible and won't really effect what score is on the main page.
And with Amazon, I feel I have to use a 3rd party tool that analyzes the reviews. I've found products with 40% potentially fake reviews, several times.

You could try rewriting em on Metacritic or imdb or any other rating platform.. In short alternative.
Sadly the sideffect that every Free (or other source purchased) Key is affected.
Every review I've ever written, here or elsewhere, is solely to provide opinion and information on the product. Whether it is "counted" in some nebulous score is completely immaterial.
At least I can be thankful in the fact that the icon change that Valve made, allows me to know which reviews to completely ignore because of the threads and posts made on the topic. Anyone concerned about their review "not counting" in a score is a review not worth my time reading.
I see this mainly with South American devs...
