Before you do so, you will stay a level 0, these was made to block spam bots, from adding and taking the community crazy as used to be in the past
Gifts, Keys are not going to get the account not limited
You can buy any game that is on Steam no matter if its a 0.1$ or what ever
ok I see the problem here
you have a level and badges have level too
for example if you complet the TF2 badge it ill give you 100 exp for each time you complete it up to 5 time for 500 exp. the badge will say it is level 5 and YOU YOU wil have gained 500 exp(5x100)
the comunity badge can be partialy done(like you) level 1 100 exp . but if you do the remaining 4 objective the badge will be level 2 and you will gain a extra 100 exp again. that will make 200 exp 2x100. that enought for your profile to be level 1 profile level 1 require 200 exp and you only have gathered 100 atm
the comunity badge say 100xp to be level to but that for the badge itself not your profile level.

No. It means you've not bought anything on the Steam store. Most community functions don't become active until you actually buy something on the store itself. Merely redeeming a code from elsewhere no longer counts.
If your friend has a Steam level above 0, it is evident that he has bought something from the Steam store itself.
