It show that Steam Support is not good.
Problem is Discord is also filled with scammers claiming to be valve employees too. Check the posts from 2 days ago, someone fell for it too. My suggestion to OP is not use any of them. That way you limit how many people will try to scam you. Steam already has it's own scammers, do you really want to expose your info on many other sites out there?
Could be many factors. Perhaps the person is very young and lied about their age signing into steam and making a account, or perhaps they are naive and very trusting. When i used to live in Australia, everyone left their front doors open in the place i lived. They were trusting of everyone. Yet where i live now, they found a dead body 2 days ago near my house about 1/2 a mile next to a river. So environment can sometimes make people naive, and also, age. Education level can also effect this is people have not learned properly about cyber security basics.
Have you ever heard of kicking people when there already down?
Well when i lost my house in a flood in my town, people tried to scam me with stuff. It is a common thing people hurt people when they are already injured to feel superior to them i imagine. It is a scammer thing to feel superior to those they scam. Kinda like how some people buy big cars to compensate for small parts on their body.
