Formatting doesn't automatically mean clean. Scan it with Malwarebytes. Scan the tablet and the PC too, because it's clear if these are the only 3 devices you've used, that one or more of them is compromised.
If nothing is on any of the three, your browsing habits are at fault. Either you gave it away, or you were talked out of it via a scam.

Yes, for the 2 you personally refunded, but given what you said earlier, the other 3 were not. That means they were refunded to your wallet.
That would still come up on the VISA statement, and i'd assume you'd get some form of message from VISA about the payment failing/being returned?

No the other 3 is stated on the refund page as "refunded to visa **" the same as the 2 games i refunded personally.
And one of the game (Metro Exodus) have playtime over 5 hours, i thought it can't be refunded if it's over 2 hour
You didn't say that before, you said you had nothing at all about the refunds;
which is what i was working from, but now you say you DO have the other 3 stated, to which i would say "Contact Visa" as it's clear it's a problem on that side.
Yea the only way rn is for me to contact my bank, since steam support didn't reply at all about my ticket about the refund problem but replied to the blocked from discussion ticket, been 20 hours
Yes; but that would end up in a charge-back.

Steam system somehow though there's a Fraud activity on my steam account which honestly the only things that i can think of is probably because of i use Geforce Now malaysia (i'm from Indonesia).
But the issue has been resolved and i got the game back, including the Humanitz. free of charges.

But i think this is blessing in disguise and showed how great Steam Support Teams handle this, sure it can take a long time but damn... When will you get a free games, since from what i see the refunds is still on process

Change your password once the device is clean

Revoke the api key (this should be empty) https://steamcommunity.com/dev/apikey
