Steam refunded and Blocked from Discussion
Yesterday i bought 2 games, Humanitz and Space Marine 2 on my alt account which i just created few days ago btw, just to play on Geforce Now and Boosteroid. I also bought 3 games on winter sales, Metro Exodus, Battlefield 1 and Story of Seasons: friend of mineral town.

But then i decided to refund 2 of those games, no issue whatsoever like usual.

But this morning i just got email on that account from steam that said my original refund request is already refunded (Humanitz & Space Marine 2).. BUT i also got an email that 3 of the game i bought on winter sales is also refunded which i didn't request for redund. AT ALL.

I checked my email etc, sure i got notification for Humanitz & Space Marine 2 refund request, but nothing at all about the rest.

And apparently that account is banned until 2038, it hasn't even create a community profile. Good job Steam.

No login email, no steam auth on email etc. the account only logged on my phone, tab and pc.

You can disable certain email notifications; not sure if this would be one of those.
Also - if they had access, they might've changed the registered email address.
Without Steamguard protecting you, they can just do that.
It's also possible that one of your devices on which you used both the Steam account and the email address, was targeted by infostealer malware or a RAT. In which case whoever did this would've had access to your email as well, and could just delete the notifications.

And no - refunds don't directly go to your card.
It's possible to request a refund into Steam wallet credit.

Which means the market -- which probably was accessible; as you purchased games on the account and thus at least would've spent enough money to open it up -- could've been used to convert that wallet credit into valuable virtual items. Items which would then be traded away through several mule accounts for collection and obfuscation / plausible deniability, before landing in an account that actually puts them to work. E.g. as future rewards to be consumed on illegitimate and malicious item betting sites, looking to trap more user accounts.

Formatting doesn't automatically mean clean. Scan it with Malwarebytes. Scan the tablet and the PC too, because it's clear if these are the only 3 devices you've used, that one or more of them is compromised.

If nothing is on any of the three, your browsing habits are at fault. Either you gave it away, or you were talked out of it via a scam.

Yes, for the 2 you personally refunded, but given what you said earlier, the other 3 were not. That means they were refunded to your wallet.

That would still come up on the VISA statement, and i'd assume you'd get some form of message from VISA about the payment failing/being returned?

No the other 3 is stated on the refund page as "refunded to visa **" the same as the 2 games i refunded personally.

And one of the game (Metro Exodus) have playtime over 5 hours, i thought it can't be refunded if it's over 2 hour

You didn't say that before, you said you had nothing at all about the refunds;

which is what i was working from, but now you say you DO have the other 3 stated, to which i would say "Contact Visa" as it's clear it's a problem on that side.

I wrote it on the reply to RiO on thread #16. Or i didn't... Don't know, i'm just to lazy to care and just created new account and purchased some games

Yea the only way rn is for me to contact my bank, since steam support didn't reply at all about my ticket about the refund problem but replied to the blocked from discussion ticket, been 20 hours

Yes; but that would end up in a charge-back.
Not a refund.
So this in an Update:

Steam system somehow though there's a Fraud activity on my steam account which honestly the only things that i can think of is probably because of i use Geforce Now malaysia (i'm from Indonesia).

But the issue has been resolved and i got the game back, including the Humanitz. free of charges.

I know, i mean it's probably because i keep logging in back to back between Steam Malaysia (from geforce now when i open the game) and Steam Indonesia? Cause i don't really know how the system thought the account is doing some fraud.

But i think this is blessing in disguise and showed how great Steam Support Teams handle this, sure it can take a long time but damn... When will you get a free games, since from what i see the refunds is still on process

Most likely it is being sent to the person who compromised that account's email.
Do these steps:

Change your password once the device is clean

Generate new back up codes. https://store.steampowered.com/twofactor/manage

Revoke the api key (this should be empty) https://steamcommunity.com/dev/apikey

It's already fixed, there's an issue on Steam system. I still got my money refunded, but all the game that i purchased (except space marine 2) gifted to me free of charges by the support team
