CS2 doesn't have a ban for inactivity.
Explain exactly where you get this message.
If this is a purchased account from someone else, the OP might of bought a banned account. So it may or may not be a scam. Or if they are using a "friend's" account, same thing, could be a actual ban or maybe also a scam. I feel we are missing some information here.

True, i never heard of this myself....i know some email accounts are deleted for inactivity, but never heard of steam banning for inactivity. Just some possible scenario's that OP is not fully telling us everything. In that case most likely a fake scam.
Correct. Valve doesn't ban for inactivity.
1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey
Was it an actual support ticket or was it some random chat message? Because this sounds like the latter.
alex is a common name used as the steam support when people talk to the scammers
