Is it a Steam Client issue with downloading or updating?

Define plenty.

When you download steam games remember they are differnt to elsewhere as they are encrypted and compressed. So you need to allow up to three times the total file size for all that work to happen. Plus you should never go over about 90% usage on your install drive.

So for example, if you have a 1TB drive and have used 800GB,. then that's 80% and you have 100GB left to play with.

But if you try to download an 80GB you won't have enough space.

That doesn't answer the question. 280GB of WHAT? The percentage is equally important. As is the three times the total file size of what you're trying to download.
