Brigading is counterproductive. Your report, alone, suffices—but a load of spurious reports may muddy the waters.

3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey - This field should be blank

Alas, Steam doesn't work this way. In fact, if people follow up on your suggestion then Steam support will eventually notice a lot of reports coming in from people who had 0 interaction with that profile ergo: false reports. And those get usually ignored, if there are too many coming in they may even deem the acocunt to be under attack from harassers.
If you had a problem with this guy then you should report them. More reports do not imply quicker results (or any results at all for that matter).
Report, block and move on.
You are not getting "hacked". You are not securing your account properly, which led to it getting compromised.
