How do I play music over steam chat?

My friend was playing flawless audio through steam chat, not in game chat, but the steam voice chat that can be initiated from a text chat. It was flawless, and he could also use a text to sound thing in it as well. What is this? I don't think it was HLDJ. Help would be very nice!

Also i cant be sure as i did not try to do it but maybe he use steaMP3?

Some audio drivers allow you to select the input device "mic" as your output device "speakers" or StereoMix.

If your driver does not allow this, this awesome piece of software is what I am using. It works great, but costs a moderately expensive dinner.

ok ill try those! i asked because at first he didnt want to share. He did tell me today, and it was by using the speaker output as mic, but I couldn't get that to work, as my soundcard made the settings all confusing

HLDJ, SteaMP3, or some other program that allows you to play audio through your recording outlet.

Or you can try Soundpad (http://steamcommunity.com/sharedfiles/filedetails/?id=678852296). This tool was created for exactly this purpose, besides in comparison to HLDJ it can play sound in every voice recording application.
