If this is a review issue, you need gameplay time on the game to make a review, so run the game you said you installed for like 5 mins, or so, then you can write one, just visit game store page, and there you go.
If you're talking about writing handle notes, Steam never had this option, and has nothing to do opinion, or censorship, idk where you're pulling that from, as that most silly claim you made. You can make a guide for the game, can keep it private, and not post to the public which is your choice, or open a Microsoft word, Notepad, whatever text editor you have, to write your own notes down.

Because you don't understand how things work here, that's somehoe Valve's fault and a conspiracy to invent? That makes no sense whatsoever.
Here's what you've misunderstood. When you own a game, you can review it. There is a bug with posting reviews, where it often won't let you post anything until you first enter a few characters, post it, then edit afterwards. I don't know if that's what you're referring to.
Other than that, it's as people here are saying - EVEYR game on Steam has their own discussion forums. You are free to post in there, and no there is BUGGER ALL in the way of censorship outside of the obvious nasty and unhelpful stuff.
Oh and last point, it ain't censorship when a private company sets rules you know. That ain't how it works. Censorship is GOVERNMENTAL or authority.
